Beef is the one protein where "safe" and "done" mean completely different things depending on the cut. A ribeye steak at 130F is a perfect medium-rare. A burger at 130F is a trip to the hospital. A brisket at 145F is technically safe but so tough you could sole a shoe with it. The rules change based on whether the beef is whole muscle, ground, or loaded with connective tissue. Braised Cuts: Safe vs. Actually Edible

Shanks contain the highest concentration of connective tissue of any beef cut. The marrow bone in the center adds richness to braising liquid as it melts. Osso buco is just braised shank - 2.5 to 3 hours in a 325F oven. The meat should pull cleanly away from the bone when done.
Pot roast (chuck) - 200-210F (fork-tender)
Chuck roast has heavy marbling and extensive collagen networks. At 145F it slices like a steak but chews like gristle. At 205F the collagen has melted completely and the meat shreds with a fork. If your pot roast is tough after 3 hours, it just needs more time. Unlike lean cuts that dry out, chuck actually gets more tender the longer you braise it past 195F.

Common Mistakes That Ruin Beef
Treating all beef cuts the same
A filet mignon and a chuck roast come from the same animal, but they cook by completely different rules. The filet is lean, tender muscle that is best at 130-140F. The chuck is 15-20% connective tissue that needs 200F+ to become tender. Cooking a chuck roast like a steak gives you something barely chewable. Braising a filet mignon turns it into flavorless mush.
